Are you interested in applying for Rental Assistance (Section 8) or applying to rent an NEOHA Owned/ Operated unit?  Simply download, print, and mail (or bring in) the application to us to get started. Please make sure that you send copies of birth certificates and social security cards for everyone in the household and picture ID’s for all adults.


Section 8 Housing Choice Voucher


The Housing Choice Voucher Program is rental assistance for very low-income families, the elderly, and the disabled to afford decent, safe, and sanitary housing in the private market.  Since housing assistance is provided on behalf of the family or individual, participants are able to find their own housing, including single-family homes, townhouses and apartments.  The participant is free to choose any housing that meets the requirements of the program and is not limited to units located in subsidized housing projects.



NEOHA Owned & Managed Rentals


NEOHA owns and operates several complexes. When you print out your application check the boxes at the top to indicate which complexes you would be interested in.


Public Housing was established to provide decent and safe rental housing for eligible low-income families, the elderly, and persons with disabilities.  Public Housing comes in all sizes and types, from scattered single family houses to apartment complexes.

Transitional Housing

Transitional Housing has worked to end the cycle of homelessness by providing homeless families with a safe environment, programs and services that promote self-sufficiency and independence without regard to race, color, national origin, sexual orientation or disability.  The Transitional Housing Program has four dwelling units that are designated for homeless large families.  The units are located in La Grande. The families are referred by a local organization that serves the homeless.  They are given a Voucher when they move into the homes and must participate in the Family Self Sufficiency Program. They must stay in the units for one year, and then they need to find a home in the housing market.


Our Rent-to-Own units are located in La Grande, Elgin, Union, Haines, and North Powder. The units are 3 bedroom and 2 bathroom manufactured homes with their own yards. The Rent-to-Own program is an opportunity where you find a lender of your choice and are hopefully able to purchase the home at the end of five years. NEOHA will work with any lender you choose that will finance you. All of the Rent-To-Own homes come with a Section 8 Voucher where your portion of the rent will be based on your income.
